EVALUASI FAKTOR YANG MEMPENGARUHI KESUKSESAN IMPLEMENTASI SIPKD STUDI KASUS DI PEMERINTAH KABUPATAN TANA TORAJA

Abstract


Sistem informasi pengelolaan keuanngan daerah (SIPKD)   merupakan   sistem   yang   mengintegrasikan fungsi bisnis di  seluruh organisasi dalam manajemen keuangan daerah seperti perencanaan, penganggaran, penatausahaan dan  pertanggung-jawaban [1].  Selama kegiatan implementasi di 171 Pemerintah Daerah, banyak dinamika yang terjadi dan berdampak pada lambatnya adopsi sistem di daerah basis implementasi (DBI) SIPKD [2]. Penelitian ini menguji secara empiris faktor penentu kesuksesan implementasi sistem di Pemerintah Kabupaten Tana Toraja sebagai DBI yang telah sukses mengadopsi sistem SIPKD. Faktor-faktor kunci yang di masukan dalam model penelitian diadopsi dari model critical success factors (CSFs) implementasi Enterprise  Systems.  Hasilnya  ditemukan  bahwa dukungan manajemen puncak dan program pelatihan yang memadai merupakan faktor yang berpengaruh terhadap kesuksesan implementasi. Hasil lainnya, moderasi budaya organisasi dengan dukungan manajemen puncak, komunikasi yang luas dan program manajemen proyek juga ditemukan berpengaruh signifikan terhadap kesuksesan implementasi SIPKD.
