IDENTIFIKASI CRITICAL SUCCESS FACTORS LAYANAN E-LEARNING BERBASIS KERANGKA KERJA E-LEARNING MATURITY MODEL (STUDI KASUS: PROGRAM ICT EQEP DI DIY)

Abstract


Pesatnya perkembangan implementasi layanan elearning di Indonesia belum diimbangi oleh adanya suatu standar penyelenggaraan layanan e-learning yang resmi, baik dari pemerintah maupun dari institusi berwenang lainnya. Kealpaan ini mengakibatkan para penyelenggara layanan e-learning, terutama sekolah pada jenjang pendidikan dasar dan menengah, mengalami kesulitan dalam mengidentifikasi faktorfaktor krusial yang harus diperhatikan dan dilaksanakan agar layanan e-learning memiliki mutu yang baik dan mampu berkembang secara berkelanjutan. Penelitian ini bertujuan mengidentifikasi faktor-faktor kritis atau Critical Success Factors (CSF) yang berpengaruh dalam mencapai dan meningkatkan kapabilitas institusi penyelenggara layanan e-learning. Kerangka kerja ELearning Maturity Model (EMM) digunakan sebagai basis penyusunan model penelitian. 5 area proses dan 35 proses dalam EMM, ditambah dengan 1 variabel endogen dan 3 indikatornya dari hasil studi pustaka, direpresentasikan sebagai variabel eksogen, variabel endogen dan indikator dalam model penelitian yg dikembangkan. Data penelitian diperoleh dengan mengambil sampel dari 110 sekolah sasaran program ICT EQEP tahap pertama di DIY. Structural Equation Modeling berbasis varian atau yang dikenal sebagai Partial Least Square adalah metode statistik yang digunakan untuk menganalisis data dan model penelitian. Sebagai hasil penelitian, 5 area proses dari EMM bersama dengan 27 indikatornya terbukti signifikan pengaruhnya terhadap variabel endogen dan dapat disimpulkan sebagai CSF penyelenggaraan layanan e-learning
