Klego District Office is a government agency that is in Boyolali are not using the information system processing activities of various letters and reports. There are two issues related to the management letter that became the subject of analysis by researchers. First, about the making of the letter. During this time employee at the District Office Klego still difficulties in making letters with existing standard software of a computer. They are more familiar using a typewriter or request a third party (typing services). The second is in making the report. There are still manual in preparing reports written in diary outgoing mail.

In this thesis, the researcher tried to analyze the subjects of the problem, and try to provide solutions to the problems experienced by employees at the District Office Klego. By using system analysis method for the development of information systems. Then do the design using UML models, database design, interface design and create table relationships.

The resulting application is a web-based information system "E-Letter". Hopefully, by the system of E-Letter is an employee at the District Office Klego can make it easier and faster letter. In addition, the letter will be made in accordance with the format specified by the Government of the letter.
